Debates about regional growth tend to revolve around a zero sum game between the transit-rich core and the auto-oriented edges. For decades the core has grown more slowly as anti-growth politics have spread throughout most of the inner Bay Area, while the edge has grown — often without the best planning or infrastructure. Can we change this pattern? What will it take?
